Medicaid ID will Change

   
DSHS is changing to a new provider payment processing system known as ProviderOne.  With the new system, clients will be issued a permanent Services Card.  This plastic card will replace the current paper Medical Assistance ID (MAID) card that is sometimes referred to as the medical coupon.  The Services Card like the MAID is free to clients and will be used much like other insurance industry cards. 

The transition to the Services Card will occur at the same time the new system is implemented.

Please click here to read the important ProviderOne Schedule Announcement at the bottom of this page.  Because ProviderOne will not be implemented on December 6, 2009, the Services Cards will not be mailed in November and clients will continue to be issued their MAID.  As soon as the new distribution schedule is known, we will publish it on this page and send the information to our email distribution list.

 

What you should know about the Services Card:

  • The Services Card will be issued one time and not monthly

  • Each person eligible for services will have their own card - not just one for the family.

  • DSHS will mail the Services Cards to clients in November with instructions.

  • The Services Card does not replace the Electronic Benefit Transfer (EBT) or Managed Care cards.

  • The Services Card is for Medicaid (medical, dental, vision) services and the General Assistance Unemployable (GAU) program

 

Please note:  If you currently receive a check with your MAID, your check will be mailed separate from your Services Card.

Please help us spread the word about the change to the new client Services Card.  The following materials are available to share:

  • Services Card Poster (24-379)  This poster was created for display in lobbies, waiting areas, etc.  It has been translated into eight supported languages and can be ordered from the Department of Printing free of charge.  Click here for ordering instructions. Anyone requiring the poster in a language that is not supported can have the poster translated to meet their needs.

  • Services Card Brochure (22-1328) This brochure will be sent with the new Services Card when they are issued.  The brochure is translated into the eight DSHS supported languages and will be mailed according to language identifiers on record. The brochure will be mailed in the envelope with the Services Cards (envelopes can include up to four cards). This brochure was created for the initial mailing of the Services Cards only, and will not be available after that.

  • New Client Brochure (22-1329) - This informational brochure was designed specifically for any new client applying (or reapplying) for Medicaid. It introduces the Services Card, and mirrors much of the brochure referenced above. This brochure has gone through our final review and is being translated. It will be available for ordering online after ProviderOne implementation. 

  • Services Card Video Brochure – This is currently in development. The video brochure will be a voice-over for the Services Card; you’ll be able to access it online here, download it and play it in waiting areas or whenever you need.

 

Email Distribution List:

Client Advocates/General Interest:  The ProviderOne project has established an e-mail distribution list dedicated to our community partners - advocacy groups, state and local agencies, and other interested parties around Washington. This list will be used to provide periodic ProviderOne project updates about current timelines and the new client Services Card that will replace the Medical Assistance ID card when the first phase of this project is implemented.  Join or leave at http://listserv.wa.gov/archives/providerone_communications.html

 

Questions and Answers

In September, DSHS mailed all eligible Medicaid and GAU clients the following:

  • September 2009:  All eligible Medicaid and GAU clients received an insert with their September MAID announcing the upcoming change from the MAID to the new permanent plastic Services Card. Click here to see the September MAID insert

 

Q:  I received a notice in September that new Services Cards were coming soon.  When will the cards be issued?

A:  The issuance of new medical assistance ID cards (called the Services Card) will coincide with the transition to a new provider payment computer system next year.  In September when you received the notice that the cards were coming soon, we expected that the new system would be put into operation by the end of the year.  We now know that it will be sometime early next year.  We are currently working on the transition schedule. 

 

Q:  I read on the Internet that I would receive my card in 7- 10 days.  When will the cards be issued?

A: The information you saw on the Internet about clients receiving their card in 7-10 days was meant to inform the community about some of the differences from the paper Medical Assistance ID (MAID) issued today and the new Services Card after the transition is complete The issuance of the Services Card will coincide with the transition to a new provider payment computer system next year.  Once the new payment system and Services Cards are put into service, newly eligible clients – or clients requesting a replacement card - will receive their Services Card in about 7-10 days.

 

Q:  How will I know when DSHS plans on sending me my Services Card?

A:  DSHS will send Medicaid and General Assistance Unemployable clients more information once the transition schedule has been finalized, including when they can expect to receive their new Services Card.  The information will also be published on our website http://hrsa.dshs.wa.gov/providerone/Clients.htm

 

Q:  Should I start using the Services Card as soon as I receive it? 

A:  At first, when you have both a Services Card and a MAID, you should take both cards with you to any medical, dental or vision appointment.  Once you no longer have a current MAID, just use your Services Card.

October 23, 2009 - Important ProviderOne Schedule Announcement

Throughout the ProviderOne project development, DSHS has been committed to two goals while implementing the new system:

1.    Continuity of services for over 1 million of Washington’s most vulnerable residents; and

2.    Continuity of nearly $4 billion in annual payments to DSHS providers.

December 6, 2009 Go-Live Date is Not Viable – January 10, 2010 is the next possible Go-Live Date

Since announcing the December 6, 2009 implementation date last July, we have carefully monitored readiness of the system, providers, DSHS staff, and our vendor.  Considering system readiness alone, the state has determined that December 6, 2009 is not a viable launch date.  This decision was supported by external quality assurance and independent verification and validation vendors. 

Please know that in the coming days, the ProviderOne project management team will update plans for client communication about issuance of the client Services Card.

There are two areas of the system that do not support going live December 6:

1)    Data warehouse reporting functions necessary for managing Medicaid and meeting legal requirements; and

2)    Integration of pharmacy payments into the overall ProviderOne system claims engine.

Although these areas are not tracking to a December 6, 2009, go-live date, significant progress has been made in recent weeks. Therefore, January 10, 2010, is the next possible go-live date.  In the coming weeks, we will be working closely with the system vendor to monitor the viability of a January go-live date and adjust the official go-live date if necessary.
