Eligibility rules for medical programs can be difficult to understand. To help with that process, we put together several different tools for your use:

Medical Income
and Resource Standards -

October 1, 2009.
Each year, the Federal Poverty Levels (FPLs) and other income standards are
updated. For standards in previous years, or those that have changed
through the course of the current year, click on one of the following years:
2009 & 2008;
2007;
2006. Note: Changes
in some standards take effect the first of a month other than April. Each

- This publication is intended
for people who work with medical eligibility and want a general overview of

- Detailed rules, policies and procedures (EA-Z Manual) - The "EA-Z Manual" has all of the policies, procedures and Washington Administrative Code rules we use to administer medical programs. The EA-Z manual is used by DSHS staff who determine eligibility, legal professionals and others.

Or you can get a printed version of the brochure/application for Apple Health for Kids. Currently, the brochure/application, DSHS form 22-394(x), is available in English. The Application For Children's Medical Benefits, DSHS form 14-380(X), which may also be used, is available in English, Spanish, Russian, and Vietnamese.

Healthcare for Workers with Disabilities (HWD) - It used to be that people with disabilities could not keep their Medicaid coverage if they went back to work. Under this program, people with disabilities don't have to choose between their healthcare and their job.
Medicare Savings Programs Flyer - This flyer describes programs that help low-income people on Medicare pay their monthly premiums.

Breast and Cervical Cancer Treatment Program - Washington State has a program to help women diagnosed with breast or cervical cancer get treatment they need.
U.S. Citizenship and Immigration Services (USCIS) - Medicaid Policy - USCIS policy says that getting medical benefits won't jeopardize the chances of getting a green card or becoming a citizen.
Medicaid State Plan - All states have a Medicaid Plan that must be approved by the federal Centers for Medicare and Medicaid Services (CMS). Here is the most current version of Washington State's approved plan.
